Objetivo: gerar proposições de desenho para a orquestração universitária de ecossistemas de inovação em economias emergentes por meio do redesenho do Programa Impact da Universidad de Cuenca, sob a perspectiva da colaboração universidade-empresa e da Hélice Quádrupla. Metodologia: empregou-se uma abordagem de pesquisa-ação estruturada em quatro fases: diagnóstico, planejamento, ação e avaliação. A pesquisa incluiu um levantamento com 45 pmes de Cuenca e oficinas participativas com oito empresas selecionadas. As evidências obtidas foram analisadas mediante uma estratégia de métodos mistos e interpretadas a partir da literatura sobre Hélice Quádrupla, organizações intermediárias e orquestração de ecossistemas. Resultados principais: os achados identificaram que as principais necessidades de inovação das empresas participantes se concentram em processos, estrutura, serviços e desempenho de produtos. Da mesma forma, a comparação entre os levantamentos e as oficinas evidenciou que a compreensão dos desafios de inovação evolui por meio de processos participativos de interação. A partir desses resultados, o Programa Impact foi reinterpretado como uma organização intermediária orientada a facilitar a articulação entre atores e a cocriação de soluções de inovação. Como contribuição principal, o estudo formulou três proposições de desenho relacionadas ao diagnóstico participativo, à tradução de desafios empresariais em oportunidades de inovação e à formulação estratégica baseada em evidências. Conclusões: os resultados sugerem que as universidades podem desempenhar funções de intermediação e orquestração por meio de mecanismos participativos que fortalecem a inovação empresarial e a colaboração dentro dos ecossistemas de inovação.
