The principle of unity of legislative matter is one of the fundamental axes in the process of formation of law. Its observance constitutes a parameter for the jurisdictional determination of juridical validity. Firstly, it verifies the coherence and harmony in the legislative product through the connection of its parts; secondly, following from its compliance with this minimum, it respectes the Configuration of Congress due to the democratic legitimacy which is invested in the exercise of this legislative function.
