The constitutional text of the Social State of Right implies the progression of directed administrative actions to their effective completion. In that sense, Development Plans constitute tools as much at the national level as at the territorial level. For specialists in Public Administration and Public Finance it is important to be able to measure the effectiveness of the scale set out in the Social State of Right. Accordingly, this article embarks into this field. A case study is presented in which the Development Plans for the City of Bogotá between the years 1995 and 2004 are assessed. It will analyze the social programme of the city by comparing the impact these plans have had at the beginning and end of the period, and reviewing the social situation of city residents during that time.
