Abstract

This article pretends to show that Administrative Law it does not originate in the French Revolution exclusively, but it brought a specific concept from another source. This is the science of policy, an idea that under the Absolute State was understood as Government and Public Administration. Policy originates in Germany and extends through al! Europe, include Spain, and then reached America. Is in this continent where this activities are subject of judicial review, even before this was possible in Europe. In this sense, it is in America where this fundamental characteristic for the state of law took shape.
