En 2009, el Tribunal Internacional para la Justicia Restaurativa Aplicación en El Salvador fue creado por la sociedad civil como respuesta al contexto de inercia del estado y la reiterada negativa por parte de las autoridades públicas para cumplir con su responsabilidad en materia de derechos internacional humanitario humano, en particular con respecto al acceso de las muchas víctimas de los conflictos armados a la justicia. Es un lugar donde innumerables historias de sufrimiento, el abuso y la violencia durante el conflicto, hasta entonces Silenciado comienzan a emerger y comienzan a ser abordado desde el lenguaje jurídico. En este artículo se argumenta que el uso del lenguaje jurídico, en especial para el derecho penal internacional, y la centralidad que se atribuye a las víctimas permite la caracterización de la Corte como un instrumento transitorio de la justicia y el fortalecimiento del régimen democrático, a pesar de su carácter no oficial (no estado). Por lo tanto, el artículo se refiere a la literatura sobre los tribunales de las personas y el concepto de resistencia civil no violenta.
