This paper has got reflections on Act No. 24.156, about financial management and control systems in Argentina, which may be useful for other countries too. External public control must, on the one hand, not only ask government to obey the Jaw but abide itself by the Jaw; on the other hand, it must  have  a clear  commitment with common good and be useful, i.e. effective, independent, transparent   and  opportune.
