Abstract

From a differentiation of criminal law procedure and administrative inquiry, this article analyzes an aspect of administrative law in Spain. It also distinguishes from infringement and  administrative  penalty. In addition, it studies the undelying constitutional principies of this kind of inquiry  and how this procedure  is organized  in  Spain an in  the  European Union
