The Constitution, in its first article, conceives the Colombian Republic  as social  category  State.  This  premise,  know  as  in foreign constitutionalism as the Sozialstaat Clause, before being a concept vacuumed form substantive nature, has become a multi meaning notion that contains two target perspectives that direct law's and State's purposes: A quantitative dimension that usually deals with the social category through social assistance policies, and a qualitative dimension in which the social matter is analyzed form the so called democratic State.

While being conscious of the importance of the subject, this essay's intention is to set boundaries for the quantitative dimension, showing its purposes as well as its concrete working mechanisms, under the idea that the quantitative Sozialstaat is made up by more than social assistance policies, and includes a direct writ to all of the public power branches so .that they can, ha rmonically, materialize fundamental rights, seek for the citizens' protection and limit social disadvantages, as the Political and Economical State's regime definition is applied.
