This article focuses on Brazil’s energy cooperation during the administration of Dilma Rousseff (2011-2016), aiming to examine the environmental dimension of international energy agreements signed during this period. To this end, an original database was constructed using information collected from the Plataforma Concórdia and the Energy Treaties Matrix (Enetrix). The analysis considered: 1) the total and annual number of energy-related documents signed by the Dilma administration; 2) the other signatory parties; 3) the preferred energy resources; and 4) the integration of environmental and climate mitigation issues into the respective documents. The findings indicate that 83% of the 53 agreements mapped include elements of sustainability, whereas a smaller portion, 71%, refers to renewable energy, which does not imply the absence of ambiguities. Germany was a standout Brazilian partner during this period.

Thayane Queiroz Santos de Jesus, Universidade do Estado do Rio de Janeiro

She also took part in the UNESCO/UNU Network and Chair on Global Economy and Sustainable Development (REGGEN), carrying out research between 2016 and 2018. She is interested in the following topics: international relations and energy; global energy transition; climate agenda; struggles for socio-environmental justice in Latin America.

Tayse Coutinho Vitcel, Universidade Federal da Paraíba

Tayse holds a degree in International Relations (2019) from the Federal University of Paraíba (UFPB). She researched at the Energy Security Studies Group (GESEne) between 2016 and 2019. She was also a Project Analyst at Líderi, a Jr. International Relations firm at UFPB, in 2013 and 2014, collaborating in macroeconomic scenario analyses.

Renan Holanda Montenegro, Universidade do Estado do Rio de Janeiro

Professor in the Department of International Relations at Rio de Janeiro State University (DRI-UERJ), where he is currently deputy head and coordinator of the undergraduate course. He is also a permanent member of the teaching staff of the Postgraduate Program in International Relations (PPGRI). Fellow of the Scientific, Technical and Artistic Production Incentive Program (PROCIÊNCIA). Coordinator of the Asia Studies Laboratory (LabÁsia/UERJ/CNPq). Post-doctoral student in the Graduate Program in Political Science at the Federal University of Pernambuco (PPGCP-UFPE). PhD in Political Science from UFPE (2019), with a mobility period at the New University of Lisbon, and a Master's in International Relations from UERJ (2013). Professor of International Relations at the Federal University of Sergipe (2017-2019) and the Federal University of Paraíba (2019-2021). Associate Researcher at the Center for Advanced Studies at UFPE and at the Energy Security Study Group (GESEne/UFPB/CNPq). He is interested in and develops work in the area of Political Science / International Relations, with an emphasis on International Political Economy and Foreign Policy, working mainly on issues related to China's international relations.

Henry Iure de Paiva Silva, Universidade Federal da Paraíba

Associate Professor in the Department of International Relations at the Federal University of Paraíba (DRI-UFPB) and in the Graduate Program in Political Science and International Relations (PPGCPRI/UFPB), with a PhD in Political Science, with an emphasis on International Relations (UNICAMP). Coordinator of the Energy Security Study Group (Gesene/UFPB/CNPq). He is currently carrying out research into international relations and energy, especially issues relating to the military, economic and socio-environmental dimensions of energy security.
