The United Nations General Assembly created the Human Rights Council through Resolution No. 60/251 from April 3rd, 2006 with the purpose struggling against the legitimacy deficit arising from the high level of politicization the existing Human Rights Commission and to strengthen the Human Rights protection mechanisms. The purpose of the document is to analyze the spirit of those reforms and what their implications may be in terms of the reduction of political involvement and increased effectiveness of special procedures, procedures for bringing accusations and to provide a worldwide periodical review.
