Under the perspective of International Law this article analyses, on one side, the legal conflict between the principle of sovereignty and human rights, and on the other, intervention activities and the use of force.

The autor not only informs about "the debate between the advocates and adversaries of humanitarian intervention" but analyzes them through their current positive rule construction. Dr. Monroy concludes that sovereignty cannot be disregarded by any form of intervention. "The Colombian may require international presence but within the limits of sovereignty and national independence without the use of arm intervention
