This essay demonstrates, from a constitutional perspective, how both the Colombian  Congress  and the  national  government  have sought to avoid the constitutional control of the Constitutional Court over statutory normative texts enacted by non-democratic institutions by means of powers granted by legislatives acts. The article also analyses the scope of the substitute regulation technique that allows the adoption of those statutory rules, the two possible means of their constitutional control and finally presents the reasons that give to the Constitutional Court the competence to officially review those normative decisions.
