Abstract

This article develops the relationship between the three basic phases of any public policy. The first one is related with political, economic and administrative process that build the foundations of public policies. The second one it deals with the administrative body in charge of the elaboration and execution of the policy. Finally, the third one pretends to evaluate policies impact.
