La política de bosques y la democracia deliberativa: una propuesta

This article offers an analysis of the Policy on Forests, issued on January 31, 1996 in the official document Conpes 2834. This analysis is done using the following models: Game Theory (the case ofthe prisoner's dilemma), Theory of PUblic Choice (the case of rent seekers) and the Theory ofOrganizations (the Principal  Agent  model).

What is observed is that the main causes

behind the management problems in the implementation of this policy líe in the asimetrical information between the Ministry of the Environment (the principal) and the Autonomous Regional Corporations (the agents), in the lack of clear policy guidelines, and in the absence of spaces for discussion and debate, all of which can be characterized as agency and agregation failures.

As a conclusion it is argued that a modification in the rules of the game (in terms of the relations between the agents) is required. A suggestion is made towards a moreDeliberative Demncracy, in such a way that new mechanisms and spaces for interaction are created that may serve as barriers to selfish actions which are promoted by the current market and política! systems.
