Abstract

Science and technology governance has been a recurrent topic for debate in the recent years, both in the academic and the government areas. The perception of the governance of science from an expert’s point of view is a result of the empirical work carried out among the different players who design the science and technology regional policies in Spain. This analysis is completed with the Spanish citizen's appreciation on this subject, gotten from the national survey of social perception of science and technology carried out by the Spanish Foundation for Science and Technology (FECYT). The study shows that experts and the public consider a dialog among them as appropriate to build the governance of science. The public’s interest in these issues may causes that its responsibility is transferred to the experts. Furthermore, there is an ambivalent vision regarding the role citizens must play in this sort of actions. The lack of spaces and put into practice the appropriate methods so that a dialog between experts and stakeholders is still an unresolved matter in order to build up some good governance.

Betty Estévez Cedeño

Licenciada en sociología por la Universidad Central de Venezuela (1999) Especialista en gestión de la ciencia y la tecnología por la Universidad Carlos III de Madrid (2001) Doctora por la Universidad del País Vasco, en el programa Filosofía, Ciencia, Tecnología y Sociedad (2010). Ha sido becaria del Instituto de Filosofía del CSIC (2003-2007). Ha participado en diversos proyectos y ha publicado varios artículos sobre estudios sociales de la ciencia y la tecnología. Ha trabajado como técnico de proyectos en la Fundación Española para la Ciencia y la Tecnología (FECYT), y de investigación en la Universidad Complutense de Madrid.

Alberto Manuel Escobar Rodríguez

Licenciado en Física y Matemática por la Universidad Estatal de Kharkov, Ucrania, URSS (año 1985). Más de 15 años de trabajo en promoción, organización y control de la ciencia y la tecnología en la delegación provincial de la Academia de Ciencias de Cuba en Holguín, actualmente delegación del ministerio de Ciencia, Tecnología y Medio Ambiente. Se ha desempeñado como técnico, especialista, investigador, profesor y directivo en actividades relacionadas con la política científica y tecnológica a nivel regional. Es master en ciencia, tecnología y sociedad por la Universidad de La Habana (año 2000), diploma de estudios avanzados en gestión de la ciencia y la tecnología por la Universidad del País Vasco, España (año 2003) y Doctor en Ciencias por la propia universidad (año 2007). Su campo de interés son las políticas de ciencia, tecnología e innovación y los sistemas asociados. Ha participado en numerosos cursos, seminarios, talleres y congresos nacionales e internacionales, y tiene varias publicaciones en las temáticas mencionadas.
