Drogas ilícitas: entre la securitización y la economitización.

The  theme  of  illicit  drugs  has  been approached  from  the internationaf re­ lations   theor y,   sta rtin g   from    the neorrealism  because  on  one  hand,  ft has been constituted  kind  of  an inter­ national  regime evidenced  in a world po fítics to combat the iflicit drugs; and on the other, the State continues beíng the  main   actor  in  the  international stage, concerníng  the process  of  deci­ sion-  ma king  and   execution  of   the antid rug polic y.  Under the inf fuence of  the neorrealism,  it had  been given to the tapie a reading that ref fects  the presence of a prohibitionist antidrug polic y that in the case of the bilateral relationship as the Colombian-United States has been expressed in an align­ ment on the part of the Andean coun­ try to the North Ame rica n polic y although  there  exist  other  instances lí ke the Organization of the United Nations that equall y lead the fight against  the  drugs.

However, when questions arise to un­ derstand why a country like Colom­ bia, contin ues u sí ng an an tid rug polic y  that  has  demonstrated  to  be d ys functional and it has prod uced collateral Prob fems and, how thís situ­ ation is manifested in the international environment, it fits the possíbilit y to suggest that the form in which would be pre fe rable ( be yond the neorrealísmo) to respond thí s ques­ tion, is und e rsta nd ing , first the securitizacíon of the tapie, the nature of the process of taking decisions that it has carried out the Cofombian State and, referring to the international sce­ nario, in what measure the theory  of games has helped  to understand the process of agree ment of a common polic y against drugs, speci fica fly in the case  of  the Andean  countries.

In this essay the author will show the necessit y that arises from the acad­ emy, giving a dif ferent  interpretation to the problem of the illicit drugs in Colombia starting from the recognition of the current situatíon that presents the antidrug polic y,  the identifícation of their nature and the dynamics that generates in their interaction with the Andean   countries.
