Abstract

The international codification of the human right to peace was brought to the United Nations by civil society organizations. The draft declaration submitted to the States has a holistic nature, is very rooted in the international human rights law, and considers peace as the absence of all forms of violence (Santiago Declaration on the Human Right to Peace of 10 December 2010). A working group appointed by the UN Human Rights Council should achieve a new and consensual text to bridge the existing gap between developed and developing States in this field, the former being more supportive of the thesis maintained by civil society.

Carlos Villán Durán, University of Alcalá

Professor of International Human Rights Law.                     Joint manager of the master in International Protection of the Human rights (University of Alcalá, Madrid).                   President of the Spanish Association for the International Human Rights Law.                                                         Former member of the office of the High Commissioner of the United Nations for the Human rights (1982-2005).             Author of 154 publications on IHRL,among them six books and 25 articles about the human right to peace.
