Abstract

The Responsibility to Protect (R2P) marks its twentieth anniversary. Enshrined in the 2005 World Summit Outcome Document, this commitment obliges States and the International Community to protect populations from genocide, war crimes, ethnic cleansing, and crimes against humanity. In the years since, significant strides have been made, particularly in articulating the normative content, institutional architecture, and operational modalities of R2P. Beginning in 2009, the United Nations Secretary-General has issued a series of annual reports that collectively trace the evolution of R2P in terms of its conceptual foundations, normative principles, structural pillars, and the roles of key actors. These reports offer not only a systematic elaboration of the doctrine but also a lens through which to assess its development as a global norm aimed at the prevention and non-recurrence of mass atrocities. This paper undertakes a comprehensive analysis of the reports published by the Secretary-General over the past twenty years, presenting their content in a coherent and analytically rigorous manner, with the aim of clarifying the normative trajectory and institutional consolidation of R2P within the international legal and political order.
