Resumo

A governamentalidade foucaultiana consolidou-se nas relações internacionais como uma importante abordagem analítica para examinar racionalidades políticas, tecnologias de governo e processos de subjetivação que configuram o poder moderno. Contudo, sua genealogia permanece amplamente ancorada na experiência histórica europeia, dedicando tratamento limitado ao papel constitutivo do colonialismo e das hierarquias raciais na formação das práticas modernas de governo. Diante dessa lacuna, este artigo investiga como as ferramentas analíticas da governamentalidade podem ser articuladas às hierarquias raciais, epistêmicas e ontológicas que estruturam a modernidade/colonialidade. Para isso, desenvolve uma reconstrução conceitual baseada em revisão crítica da literatura, propondo uma releitura da analítica de governo sistematizada por Mitchell Dean à luz da crítica decolonial. Argumenta-se que essa abordagem pode ser reinterpretada à luz de regimes de diferenciação colonial que organizam classificações raciais, epistêmicas e geopolíticas duradouras na política internacional. Ao explicitar esse princípio classificatório, o artigo demonstra que governar implica simultaneamente conduzir condutas e produzir distinções que definem quais populações, territórios e saberes podem ser reconhecidos como governáveis. Desse modo, propõe-se uma analítica decolonial do governo capaz de ampliar o alcance crítico dos estudos da governamentalidade e oferecer um enquadramento conceitual para investigar empiricamente como hierarquias coloniais continuam a estruturar práticas contemporâneas de governo na política internacional.

É, também, Professor Permanente do Programa de Pós-Graduação em Ciência Política da Universidade Federal do Paraná.
