Resumen

La gubernamentalidad foucaultiana se ha consolidado en las relaciones internacionales como un importante enfoque analítico para examinar racionalidades políticas, tecnologías de gobierno y procesos de subjetivación que configuran el poder moderno. Sin embargo, su genealogía permanece ampliamente anclada en la experiencia histórica europea, prestando escasa atención al papel constitutivo del colonialismo y de las jerarquías raciales en la formación de las prácticas modernas de gobierno. Ante esta laguna, este artículo investiga cómo las herramientas analíticas de la gubernamentalidad pueden articularse con las jerarquías raciales, epistémicas y ontológicas que estructuran la modernidad/colonialidad. Para ello, desarrolla una reconstrucción conceptual basada en una revisión crítica de la literatura, proponiendo una relectura de la analítica del gobierno sistematizada por Mitchell Dean a la luz de la crítica decolonial. Se sostiene que esta analítica puede reinterpretarse a partir de regímenes de diferenciación colonial que organizan clasificaciones raciales, epistémicas y geopolíticas duraderas en la política internacional. Al explicitar este principio clasificatorio, el artículo demuestra que gobernar implica simultáneamente conducir conductas y producir distinciones que definen qué poblaciones, territorios y saberes pueden ser reconocidos como gobernables. De este modo, se propone una analítica decolonial del gobierno capaz de ampliar el alcance crítico de los estudios sobre gubernamentalidad y ofrecer un marco conceptual para investigar empíricamente cómo las jerarquías coloniales siguen estructurando las prácticas contemporáneas de gobierno en la política internacional.
