The reporting requirement to the Security Council acts carried out in accordance with article 51 of the UN Charter has a minimum regulation that has been developed by state practice. Using a traditional legal methodology, we study the content of this obligation, practice, especially anti-terrorism practice, and recent state contributions, to propose the minimum content of information that states should provide in their communications: a specific reference to article 51 in their letters, information on the prerequisites and conditions for the exercise of this institution and, additionally, other types of information that would allow the Security Council to act. We also analysed the organ's inaction as the main resistance to the implementation of this proposal.
