Focus and Scope

Anuario Colombiano de Derecho Internacional is a peer-reviewed academic journal published annually, affiliated to Universidad del Rosario’s Law School in Colombia, and published with the support of Fundación Cavelier del Derecho. The journal has an Editor, an Editorial Committee, and a Scientific Committee that ensure the relevance and quality of the articles published. It receives research, reflection, and review articles exclusively related to matters of International Law, whether it is Public International Law, Private International Law, International Human Rights Law, International Economic Law, or International Investment Arbitration. In addition, the journal publishes articles in any of the official languages of the Organization of American States (OAS), which are, Spanish, English, French, and Portuguese. It is the first regional organization that regulates every matter related to International Law in the American hemisphere. In addition, the journal seeks to open a space for young internationalists, together with authors who are already renowned, to publish their research, thereby making them available to the national and international academic community.

Peer-Review Process

Articles submitted to undergo the journal’s publication process must be original and new; in other words, they must have never been published in any print or digital format earlier. They must not be under evaluation or engender editorial commitments with other journals.

Based on the minimum requirements for submission and the results obtained from the check for originality and plagiarism using the Turnitin software, in addition to other information sources, this first assessment will define and determine articles that will be assigned to academic peers, one being international and the other one local, who are subject matter experts. They will, in turn, determine the articles that are relevant for publication, according to specific criteria in terms of both form and content.

The author will be informed of the review’s result within a period not exceeding 6 months from the date of receipt. If the review process takes longer than the time stipulated in the publication standards, the editor or person in charge must inform the author of this situation.

Peer-reviews deliver three types of results. The first, “with no modifications” or “minor modifications,” means that the article requires minimal review by the author to adjust data and specific aspects as suggested by the reviewer; the stipulated time period for applying changes is one (1) week. The second, “with significant modifications,” implies that the article, despite having rich content and a research topic of interest in the field, requires structural adjustments or substantial changes; the maximum term for the incorporation of said modifications must not exceed four (4) weeks. The third type includes articles that fail to answer the research question or the content and results of which are neither clear nor convincing. These article reviews will be sent to the authors for them to correct and reformulate the document, either for publication in a different journal or resubmission to the ACDI yearbook. If the authors wish to resubmit the article, they must send a letter explaining the changes made to the document for reviewers to have an idea of the new research approach when it is reevaluated. If peer reviewers fail to reach an agreement, the editorial staff will assign a third peer.

The journal will keep the authors’ and reviewers’ information confidential throughout the evaluation process, which may take up to 6 months, in order to avoid any conflicts of interest.

The Journal's History

The journal’s history

The Anuario seeks to promote knowledge on International Law both in Colombia and worldwide, and therefore, its aim is to publish new articles in the fields of Public International Law, Private International Law, International Human Rights Law, International Financial Law, and International Investment Arbitration, written by local and foreign researchers. In addition, the Anuario seeks to open a space for young internationalists to publish their work and thus present it to the national and international academic community under the guidance of renowned researchers.

The Anuario gives recognition to internationalists who marked a turning point in International Law in the country and highlighted Colombia in this branch of Law. In this regard, it is worth remembering Dr. Jesús María Yepes, who stood out as a jurist at the global level, earning an invitation from The Hague Academy of International Law to its prestigious course three times. In fact, it held “The Contribution of Latin America to the Development of Public and Private International Law” in 1930, “The Fundamental Problems of the Law of Nations in America” in 1934, and “Regional Agreements and International Law” in 1947. To illustrate the relevance and respect Dr. Yepes received as an internationalist, it is necessary to emphasize that the honor of having taught three courses at the Academy has only been held by masters of International Law such as Hans Kelsen and Roberto Ago.

Dr. José Francisco Urrutia and Dr. Diego Uribe Vargas were also part of the Academy. The former taught the course “The Codification of International Law in America” in 1928, whereas the latter presented the inaugural lecture of the 1984 Public International Law course, called “Third Generation Human Rights.” In addition, Dr. Uribe Vargas is currently a member of the Curatorium of The Hague Academy of International Law.

There is a third group of renowned internationalists to whom we would also like to extend our recognition, as they have also paved the way, and keep doing so, for the new generations of internationalists. They include Dr. Marco Gerardo Monroy Cabra; Dr. Rafael Nieto Navia; Dr. César Moyano (R.I.P.); Dr. Enrique Gaviria Liévano; Father Luis Fernando Álvarez Londoño, S.J.; and of course, Dr. Germán Cavelier (R.I.P.), founding member of the Asociación Cavelier del Derecho, an organization that has unconditionally supported this project.
